Put simply, it's a movie about a man relearning what it means to be alive. All it takes is to have a purpose and work towards that. He remembers his love for helping people and fixes problems throughout the town. To do so, he has to fight against the very government that stripped that passion away.
We see how heavy bureaucracy can stop things from actually getting done. Although the system doesn't change, we see that the park gets built which positively impacts the lives of many people. Doing the best you can with the cards you're dealt is usually all it takes to make a difference even if seems small.
I think the main thesis of this movie is actually a tidbit every kid in a Reform Synagogue learns: it's important to leave the world in a better place it was before. No matter how big or small that change is.
