Dragon Eyes
JCVD, while first billled, is essentially a cameo in this. There are a few fun action sequences and camera speed ramping effects, and Dr Peter Weller is chewing the scenery as "Mr V", but when the scenery is so low budget, I can't imagine he's getting much of a meal.
