With all of its the ridiculously thrilling 90s style action set pieces, “Hard Rain”’s most puzzling quality is it’s commitment to its central moral quandary, which is “what would you do if you had a chance to steal from an armored truck in the middle of a flood?” I admire the film for its preposterously sincere attempt to give everybody a reason to rob the truck and show them make a moral choice, but this movie is not even remotely deep enough to warrant such attention to each character’s moral compass. We’re all just here to watch a shoot ‘em up with motorboats and jet skis in the middle of a FRICKING FLOOD.
