I bought the DVD thinking this was The Ice Cream Man, because apparently the 90s needed two unrelated movies about killer ice cream men. The blurb on the DVD made the mistake worthwhile anyway as it describes the murders as "trolling", which is probably the funniest thing they could have done. Anyway, on to the movie itself.
It's not good. It's very cheap, poorly acted and way too tame for a slasher movie. But it somehow works. The camerwork is unusually ambitious for a no-budget movie, with a ton of steadicam shots throughout. It also has a very weird tone; it reminded me of those AI art things which take a bunch of images and creates a new piece with the data, except here it was asked to make a kid's movie after being shown Blue Velvet.
Another thing I want to mention is that the titular ice cream man, played by the director, is actually pretty creepy. Shame he is hidden in such a cheap movie.
If you, like me, have an affinity for schlocky, low-to-no budget genre movies, give it a go. Its no classic by any means, but its pretty charming in its own twisted way.
