I think the best term to describe this film is „wasted potential“. I mean, the idea alone: a disgraced policeman tries to catch a lunatic and child murdering serial killer in Stalinist USSR. Combining that with a kind of noir thriller and having it take place in such a inhumane and paranoid environment really sounds like an incredibly good concept and a really exciting setting. But unfortunately, the film throws away all its capabilities. We even have an absolutely amazing cast here. I don't understand how such perfect conditions could be turned into such a disappointment. The World War 2 scene was pretty awesome though.
