I'm assuming the Twin Peaks soundtrack was a placeholder for the workprint and that Discovery just pulled the plug before new incidental music could be recorded. Nevertheless it adds to the eerie conspiratorial atmosphere of watching this in 2021.
Over and over in modern US history we see shocking claims of government conspiracies get brushed of as deranged rambling, only to be confirmed years or decades later by document leaks or FOIA inquiries. MKULTRA, COINTELPRO, FBI/CIA involvement in assassinating Malcolm X, Fred Hampton, MLK, and countless others, even UFO research at Roswell and area 51 is starting to get declassified. I doubt we'll ever see firm documentation about the Franklin scandal, but in a post-Epstein world the sex ring and coverup allegations seem more credible than ever.
I imagine the producers and programmers at Discovery would say this got canned for legal reasons, and that may well be true. True or not there's stuff in here that would probably leave any distributor open to all kinds of libel lawsuits. But the burying of it of course lends a further sense of veracity to the idea that powerful people just don't want you to know something.
It's hard to discount the stories told by the (purported) victims. The things they say are shocking to hear even knowing the subject matter of the documentary. Another potential aspect of why this was never aired, it's just far too gruesome and disturbing for television. It's also pretty incredible to hear former CIA Director William Colby lending credence to the idea that something is being covered up here.
