In a futuristic Japan, the Sibyl System is charged with keeping the peace. When the state of SEAUn brings the Sibyl System in to test its effectiveness, it becomes a haven of peace and safety—for a time. Eventually, terrorists from SEAUn begin appearing in Japan, somehow slipping through the System's security and attacking from within. Desperate for answers, Inspector Akane Tsunemori is sent overseas to bring the terrorists to justice. But when her investigation forces her into a standoff with an old ally, will she be able to pull the trigger?

Season 1 of Psycho Pass is truly as close to perfect as a show of its kind can be. The characters, the tone the mystery and world building drew me in immediately and when it came to that amazing full circle ending I was extremely satisfied.
So I was a bit anxious to get into the second season, with the big mystery being solved and me liking the ending of season 1 so much, but I actually ended up enjoying it quite a bit. It had many flaws for sure, for example the handling of Shimotsuki’s character, which really immediately kind of muddied the impact of Akane’s speech, which closed off the first season. In general it felt a bit excessive but at least it ended in a way that a set up many future conflicts and paths the story could take.
Almost none of which play a role in this film. Coming back to Shimotsuki (who has become even more unlikable) and the way the story doesn’t acknowledge her involvement in the death of Akane’s Grandmother, something I thought for sure would play a bigger deal in the direct sequel. But this and much of the other open story beats of season 2 can still be explored in the later sequels, so I won’t be too judgmental with this film for not including them.
Apart from that the movie is fine, not up to the standards of season 2 and not even close to season 1, but I liked many elements about it and seeing the world outside of Japan was quite interesting. Kogami’s return was cool and the development of Ginoza is getting more and more interesting. Still, the next sequel films have a lot to clear up and some more characters to develop, so I hope, that, that’ll work out properly.

After rewatching two seasons of the show, watching this movie its still sort of ok. The movie just feels like the rest of the episodes coming from the seasons. It didn't have an impactful villain. The plot was very similar to some issues from the show. Honestly this movie was just made to show Kogami again who is always badass. The Japanese English in this movie is quite literally voice acting at its peakest. I hope s3 doesn't disappoint because Im rewatching that shit again. Then hopefully providence aint shite either.
