Found this after watching Memories (1995) which I loved and searched for anything similar. Neo Tokyo (1987) is much less focused on its writing and pours all of its energy into the visual aspect.

While I don't think anything can top Memories' "Magnetic Rose", Neo Tokyo's "The Running Man" was like the coolest thing I've ever seen.
