Checked out the 2008 OVA after checking out the corresponding chapter in WANTED and I found it cute if not a bit odd in its execution. The choice to adapt Romance Dawn as if it were something Luffy got up to after Thriller Bark it seems is weird and makes for something that feels both awkwardly slow in its execution and awkwardly fast for its premise. The gags are funny and the big team up at the end is entertaining but especially after the Movie 3 heights, this felt like Toei at its most Toei being packaged in an OVA rather than something that stands on its own like the other OVAs and films do.
There's another adaptation of Romance Dawn (the v2 version though) from a few years ago I'll check out next to see if like Oda did when iterating on his pilot, this one got more confident on its second go around.
