After doing some research, it appears that the characters are entirely fictional. I think taking creative liberties to make a film more cohesive is okay, even if it's based on actual events. However, adding documentary-style cards at the end listing where the characters ended up, whether they married, their professions, etc., is unethical. It would have been so easy to add something like "The characters and events in this film are fictitious, but are based on testimonies from real survivors."
