Similar to how I felt about Hovering Over the Water where individual sequences/shots are unbelievable and breathtaking (group dancing, ending sunflower scene :o) but as a whole, it fails to move me on a deeper level.
I think the film mostly hinges on your ability to buy into the Samuel-daughter relationship, and in my case I felt zero attachment to. Of course this isn’t necessarily the films fault as any and all reference to the Portuguese socio-political goes well over my head.
