Dr. Raichi is one of the only survivors of the Tuffles, a race that once lived on Planet Plant before the coming of the Saiyans. The Saiyans not only massacred the entire Tuffle race, but also stole their technology and conquered the planet, renaming it Planet Vegeta in honor of their king. Raichi managed to escape with a capsule and found refuge on the Dark Planet, a world at the end of the universe. His only wish is to eradicate the last remaining Saiyans.

Dragon Ball Z: Plan to Eradicate the Super Saiyans
I thought I was going to dislike this OVA more than the original, turns out I was slightly wrong. I think both versions have their strengths and weaknesses, but this one was slightly more enjoyable because the final fight was actually more engaging. Goku figuring out Hatchiyack’s weakness by counting down his charge up time was cool, and I don’t seem to recall that ever happening in the originals (or even in the alt endings).

One of the major story changes that I liked was Bulma making a cure for Destron Gas, instead of the Z Fighters discovering that the enemies were ghosts and for unexplainable reason were able to beat them.

I also like the soundtrack more with this version. The OST with the beam clash goes hard.

The only things that I thought that the original did better was the inclusion of Ki sickness, destroying the other machines (they could’ve replaced the monster enemies with past OG Dragon Ball, and DBZ Movie Side Villains), and how they travelled to the Dark planet (the remake literally just fades to black).
I still never understood why they never let Cooler transform.

So the biggest reason why this OVA exists is because of Dragon Ball: Raging Blast 2. What annoys me is that there were a few set pieces in this version that could’ve been included in that game:
- Dr. Raichi’s planet 
- A story mode that is solely focused on this movie
- Battle damaged Goku, Vegeta,and Trunks
- Base form Gohan and Trunks with that hairstyle 
- Slug as a character?!?!
- Team Ultimate of Goku, Piccolo, Gohan, Vegeta, and Trunks

That game had so much potential…
