Very well-made for a fan film but does a lot of things that feel very strange and sorta 'anti-Dragon Ball' like being way overly dramatic in the tone, no comedy apart from a big tonal whiplash in the last scene and getting rid of Cell's mouth. I feel like a lot of that can be attributed to how things were culturally when this was made rather than the mistake of the filmmakers but it still makes me lower my score.
