Big giant 90's anime nothingburger. Strictly for fans of the lesser Kawajiri ilk like Wicked City and Demon City Shinjuku. Certainly has the line work and the character design is good. A pair of twins (?) looks inspired by the Kryptonians, Ursa and Non, from Donner's 1978 Superman. Sometimes I see unknown anime like this and suspect it was originally some kind of money laundering scheme. It's just so blah it feels like a placeholder for animation employment.
I guess the biggest reason to seek this out is because the director, Akiyuki Shinbo, is known for modern well-regarded anime series and movies like the Kizumonogatari series and Puella Magi Madoka Magica.
