This is the kind of Christmas Short that needs to be broken down.
First of all I'd like to mention that there is the existence of a Spanish Puffle, which implies that either A) Puffles are capable of being "born" anywhere in the world, B) Puffles are knowledgeable of language and can teach themselves any language or C) Rockhopper is just guessing where each Puffle comes from.
Second of all in the final few minutes of the short, Rockhopper says he wasn't going to take the charity money because of how much it would be taxed. This shows three things:- Rockhopper, despite being a pirate (and committing online piracy in the very beginning) was not willing to be a tax evader.- Tax exists in the Club Penguin universe.
Lastly, Herbert P. Bear's plot to trap all the "loud and annoying" penguins in an ice dome to muffle the sound of their singing represents the adults that were probably watching this with their kids on tv when it came out.
This short is nothing short of pure genius, and I love it with my whole heart.Have a very Merry Walrus everyone!
